In July 2017, Guangzhou government issued a new plan that aims to accelerate the development of housing rental market in the area.

The plan promotes steady development of the real estate market in Guangzhou and ensures that tenants have the same rights as homeowners. For instance, children of eligible tenants will enjoy the same right to be enrolled to a nearby school as children of homeowners. The plan also protects the same rights for renting and purchasing a home.

The paper analyzes and compares policy implementation in different administrative districts in Guangzhou through a series of conducted surveys and interviews, and provides some policy recommendations.
